【摘要】:Thispracticecoversaprocedurefordefiningandsatisfyingtherequirementsoftheusers/ownersproject.Amultidisciplinaryteamusestheproceduretoconvertdesigncriteriaandspecificationsintodescriptionsofprojectfunctionsandthenrelatesthesefunctionstorevenuesandcost.Examplesofcostsareallrevelantcostsoveradesignatedstudyperiod,includingthecostsofobtainingfunds,designing,purchasing/leasing,constructing/installing,operating,maintaining,repairing,replacinganddisposingoftheparticularbuildingdesignorsystem(seeTerminologyE833).Whilenottheonlycriteria,costisanimportantbasisforcomparisoninavalueanalysisstudyofabuilding.Therefore,accurateandcomprehensivecostdataisanimportantelementoftheanalysis.Thisisaproceduretodevelopalternativesthatmeetthebuildingsrequiredfunctions.Estimatethecostsforeachalternative.Providetheuser/ownerwithspecific,technicallyaccuratealternatives,appropriatetothestageofprojectdevelopment,whichcanbeimplemented.Theuser/ownerselectsthealternative(s)thatbestsatisfieshisneedsandrequirements.Applythispracticetoanentireprojectortoanysubsystem.Theuser/ownercanutilizetheVAproceduretoselecttheelementorscopeoftheprojecttobestudied.
